HelpDutiesServes as one of several JATOC Safety Event Network (JSEN) team specialists within the Joint Air Traffic Operations Command (JATOC) providing a single reporting point of contact for safety related events.
Applies experience and expert technical knowledge of National Airspace System (NAS) air traffic control systems, equipment, procedures, or safety interventions, including their interrelatedness and functions, to evaluate and analyze complex aircraft accidents/incidents, near mid-air collision reports, major technical service disruptions, and incidents which receive significant media interest.
Provides safety related information and analysis that may impact NAS operations to support the JATOC ATO Watch Officer.
As a recognized expert within the Federal Aviation Administration (FAA), provides leadership for highly complex and challenging activities under the minimal direction of the Team manager.
This work is critical to the safety of the NAS and the flying public.
Analyzes and evaluates complex aviation events and incidents to implement the appropriate level of event response.
Has an understanding of air traffic management relating to the separating and controlling of air traffic in a terminal or en route air traffic facility to evaluate NAS technical systems, operations and procedures used for air traffic control and/or power, communication, surveillance, automation and/or other types of air navigation services to identify significant operational safety events, and to report and disseminate unbiased information regarding those events.
Convenes and facilitates Services Rendered Telecoms (SRD and Drug Testing Determinations.
Applies technical experience gained from supporting ATO Operational facilities in a wide variety of positions, such as an air traffic controller, electronics technician, airway transportation system specialist, support specialist or manager, to lead and monitor the initial notification and preliminary analysis of facts surrounding significant events.
Ensures that information is adequately compiled and reported expeditiously along with advice to guide the actions of the ATO to the Chief Operating Officer (COO), the Deputy Chief Operating Officer and the Vice President (VP), Safety and Technical Training and other agency senior leadership.
Leads ad hoc teams in the compilation and assessment of potentially significant events, and to report findings.
Identifies and resolves highly complex problems related to accident/incident causality that often cross organizational boundaries between lines of business and government agencies and that affect the accomplishment of FAA objectives.
Assists ATO facility personnel in the compilation and review of audio and radar data as well as other pertinent documentation in determining contributing factors, impacts, and findings regarding high visibility incidents.
Interacts with high-level executives within FAA and other FAA lines of business, such as Office of Accident Investigation and Prevention (AVP), Airports (ARP), and Air Traffic Safety Oversight (AOV) during on-site analysis and evaluation of events.
Develops innovative approaches to resolve highly complex problems related to the evaluation of data developed during the evaluation of accident/incident investigations.
Prepares analytical reports concerning aviation incidents or events to compile and report results of investigations to senior ATO leadership as well as other FAA senior leadership.
Analyzes results of investigations and recommends course of action.
Ensures that information is adequately compiled and reported expeditiously along with advice to guide the actions of senior leadership.
Contacts are internal and external.
External contacts include representatives from the aviation industry, labor organizations, and other external stakeholders.
Often represents FAA as the primary technical authority for safety evaluations and incident reporting, major projects, programs, and other areas of FAA responsibility.

QualificationsCandidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-J or FG/GS-14) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
SPECIALIZED EXPERIENCE is as:
Experience with project/program management processes to develop complex data systems that support in-depth analytical research designed to assist other specialists to better validate the effectiveness of surface mitigations.
Experience analyzing safety plans and risk mitigation strategies to conduct complex independent and interdependent studies pertaining to runway surface safety.
