2 20 hours ago Full Job Description GENERAL DEFINITION AND CONDITIONS OF WORK:
Responsible for the coordination and planning of all Town of Warrenton's Risk & Safety Management programs, Emergency Response & Preparedness programs, and Training & Development programs.
The Work is performed under the general supervisor of the Town Manager.
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects; work requires fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
ESSENTIAL FUNCTIONS/TYPICAL TASKS:
Risk & Safety Management Program duties include, but are not limited to:
Establishes and maintains occupational safety reference materials, conducts research into all facets of occupational safety, as required.
Maintains occupational safety related files in accordance with established law and policy.
Assists Human Capital, Public Works & Utilities, and Police Department in occupational safety related matters to include accident/incident investigation, review and assessment of injury and illness data, and reporting.
Oversees, develops, implements and establishes risk management policies and procedures.
Administers the Town's risk management plan, including the Town's property and liability insurance programs.
Emergency Response & Preparedness Program duties include, but are not limited to:
Plans, develops, and recommends emergency management program elements.
Ensures the Towns' Risky & Safety and Emergency Management programs meet FEMA and National Incident Management System (NIMS) requirements.
Establishes and maintains reference materials, conducts research into all facets of emergency management, as requested.
Plans, develops, and implements occupational safety program elements in coordination with the Public Works Department liaison, Community Development liaison, Police Department liaison, and any applicable external liaison (such as County Fire & Safety or County Safety Officer).
Training & Development Program duties include, but are not limited to:
Plans, develops, and executes supporting training programs for all Town employees to include state/federal training requirements, Risk & Safety and Emergency Response & Preparedness training requirements, and any additional Town training requirements.
Manages all employee training & development, certifications, and pertinent job-related requirements via the HRIS.
Additional duties include, but are not limited to:
Works closely with Director of Human Capital to establishes a budget to include requesting and executing grant programs in relation to Training & Development, Risk & Safety Management, and Emergency Response & Preparedness programs.
Performs related tasks as required.
Requirements KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of all aspects of emergency preparedness and occupational safety is strongly required.
Must have the ability to plan, coordinate, develop and execute risk management programs to include a supporting training and development plans.
Knowledge of applicable regulations regarding OSHA/VOSH safety law and FEMA/VA Emergency Response law and policies is necessary.
Above average computer skills to include word processing, spread sheets, data base management, computer presentation, and multimedia content development/presentations.
Above average verbal and written communication skills.
Ability to conduct detailed assessments and articulate those assessments into viable planning, mitigation, and response programs.
EDUCATION AND
Experience:
Minimum of one (1) year experience in business administration, Emergency Services, Risk Management, public service, or Human Capital is required.
Any combination of education and experience equivalent to graduation from an accredited college or university with major coursework in emergency management, occupational safety, or related field.
SPECIAL REQUIREMENTS:
Must possess and appropriate driver's license valid in the Commonwealth of Virginia.
Must possess satisfactory results of a criminal history background check.
Certification in Emergency Management, preferred.

The check will bounce and the victim is left responsible.
